In 2005, the Japanese Industrial Standard (JIS) C 0950 ruling “the marking for presence of the specific chemical substances for electrical and electronic equipment” was published by the Japanese Standard Association (JSA). In January 2008, JIS C 0950 was revised and the marking of presence altered. JIS C 0950 is also known as Japan RoHS or J-MOSS (Japan Marking of Specific Substances). This standard abides by the Japanese Recycling Law.

The Japan RoHS Scope

The manufacturers and importers of the following seven products are subject to mandatory compliance with J-MOSS: 

  • Personal computers
  • Unit-type air conditioners
  • Television sets
  • Refrigerators
  • Washing machines
  • Clothes dryers
  • Microwaves

How to be Japan RoHS Compliant?

J-MOSS restricts the use of the same six substances as China RoHS , Korea RoHS, and Taiwan RoHS. The concentration thresholds at the homogeneous material level are also identical:

  • Lead (Pb) and its compounds: 0.1%
  • Mercury (Hg) and its compounds: 0.1%
  • Cadmium (Cd) and its compounds: 0.01%
  • Hexavalent chromium (Cr 6+): 0.1%
  • Polybrominated Biphenyls (PBBs): 0.1%
  • Polybrominated Diphenyl Ethers (PBDEs): 0.1%

Some exemptions can apply. Annex B of JIS C 0950 lists the possible exemptions.


The J-MOSS Labels of Presence

Two possible markings can be affixed to products, depending on the presence of restricted hazardous substances in the device. The product, the packaging and the catalogs must visibly display either symbol.

J-Moss green symbol

 

 

The first possible marking is a green symbol with the letter G in the center used for products that are compliant to Japan RoHS. If there are exemptions, the product website must feature every detail regarding the restricted substances in Japanese. This marking is also known as J-MOSS Green mark.

J-Moss orange marking

 

The other marking is an orange symbol with the letter R in the center for products that contain substances above thresholds. A Japanese description of the presence condition of the restricted substances must appear on the product website. This is a similar marking approach as China RoHS.

JEITA, JEMA and JRAIA behind the J-MOSS Marking

Three associations issued the J-MOSS Green mark guideline. They are:

  • JEITA (Japan Electronics and Information Technology Industries Association),
  • JEMA (Japan Electrical Manufacturers Association), and
  • JRAIA (Japan Refrigeration and Air Conditioning Industry Association).

JEITA is an association that advocates healthy manufacturing, international trade and consumption of electronic products and components. It aims to contribute to the improvement of electronics and information technology, thus encouraging Japan’s economic development and cultural prosperity.

Jema Japan Association RoHS

JEMA is a group of the largest electronic manufacturing companies in Japan. The scope of JEMA covers products from boilers to home electrical appliances.

JRAIA J-Moss

 

 

JRAIA promotes the improvement of the distribution, production and consumption of refrigeration and air-conditioning products. Its objectives are to improve people’s standard of living and to develop the Japanese industry.
